Haven citizens are humans of Haven City featured in Daxter, Jak II, and Jak 3.

The Haven citizens found walking the streets come in three body types: large, heavy men, slim men, and slim women. The large men typically wear clothing to indicate technicians or other professions working for the city. Citizens are typically fair-skinned, but some dark-skinned individuals are seen as well. Clothing typically consists of pieces ranging from buttoned jackets and collared shirts, to more ragged clothes, suggestive of a lower class.

Haven folk are a bunch of weaklings... you know that! They'd already lost the war before it started.

Haven citizens are typically described as weak and scared, which can be proven during gameplay as they will duck, dodge, and run away if Jak takes out his Morph Gun or JET-Board or is riding on a zoomer in the low hover zone. They will also yell for help from the guards or express wanting to sound the alarm. Aside from this, they typically are found simply walking the streets somewhat slowly, occasionally stopping and folding their arms. All citizens of the city have a depressed nature, due to both the oppressive rule of Baron Praxis in Jak II, and the war for Haven City in Jak 3.

Transportation[]

There are different kinds of zoomers that citizens ride. There are small zoomers, similar to the one Jak used in The Precursor Legacy. These small zoomers are fast, but fragile. One high-speed crash into a wall or another zoomer is usually enough to destroy one. In addition, only one rider can be on one of these smaller zoomers at once. There are larger zoomers that can accommodate two citizens (yet only one citizen is ever seen flying one at a time). These zoomers are slower, but more difficult to destroy.

Citizens generally obey the traffic laws of Haven, staying in "lanes" and never dropping to the lower level. They'll come to a stop if they meet an obstruction, but will eventually grow impatient and try to get around said obstruction.

For an unknown reason only male citizens are seen riding zoomers.
